People fail to read Peter. He pronounces the completion Paul prophesied. You may need to read what I wrote about that as it appears you didn't see or consider it.
Paul did say explicitly what he was calling ‘in part’, or incomplete; 1Co 13:9 For we know in part, and we prophesy in part.
He contrasts ‘that which is perfect’ with what he called ‘in part’ in verse 9; we KNOW in part and we PROPHESY in part.
Therefore, that which is perfect, being the contrast of what is previously mentioned as ‘in part’ MUST refer to PERFECT/COMPLETE KNOWLEDGE and PERFECT/COMPLETE PROPHECY. The COMPLETE prophecy of inspired men is contained in the New Testament. For that reason the New Testament, therefore, constitutes COMPLETE knowledge. 2 Pet 1:3, 2 Tim 2:16-17.

Paul's first letter to the Corinthians was written about A.D. 55-56 and we notice that the supernatural gifts of 1 Co 12:7-10 had been around since about A.D. 37 when they were first distributed amongst the Samaritans, so almost 20 years. And suddenly THESE GIFTS ARE prophesied to end at 1 Co 13:8-12.

Notice that the mention of any of these gifts beginning with 1 Co 13:1-3 mentions three or four of these gifts (prophecy, faith, fathom all mysteries, and all knowledge [gnosis]) and verse eight adds another one of these gifts, tongues. When taken as a whole, (1 Co 12:7-10) we note that all these same gifts mentioned, while supernatural in themselves, are only PARTIAL. There's no way to escape that point.

Then the narrative concludes that when that which is PERFECT comes the partial [WE KNOW IN PART AND WE PROPHECY IN PART—meaning that knowledge and prophecy] will be set aside.
